Whos to blame?

I think that kind of everyones to blame. Because we could have got all the oil up if our government didn't like to do all the crazy stuff they do to see if things work or not. They should just stick to the plan. I also think that the compony that made all the parts are to blame too, because they should test everything they do so that they know that it will work and wont make things worst.
